A National Digital Pulse: Federated Edge Monitoring and Sovereign Data-Embassy Hosting for Egypt

National information systems in most low- and middle-income countries answer last quarter's question. Health and education data are collected at facility level, aggregated monthly or annually, and validated weeks later, which leaves district managers steering populations with evidence that arrives in arrears. We describe an alternative architecture, the national digital pulse, and we test its plausibility against Egypt. The design has three tiers. Every school and primary health-care unit hosts a low-power edge node that runs offline through the working day, capturing a deliberately minimal indicator set. At a fixed nightly window the node transmits an encrypted aggregate digest, never an individual record, over whatever intermittent link exists. A governorate tier validates and caches. A national analytic core performs federated aggregation and issues a next-morning bulletin with two-stage alerting.

We then address the question that usually kills such systems, which is not feasibility but recurrent financing. Egypt hosts roughly twenty international submarine cable systems and carries the large majority of Europe to Asia transit traffic. The March 2026 drone strikes on hyperscale cloud facilities in the Gulf, the first confirmed military attack on a hyperscale provider, have made geographically and legally diversified hosting a procurement requirement rather than a scenario exercise. We propose a narrowly scoped sovereign-hosting statute, modelled on the Estonia to Luxembourg agreement and Bahrain's Legislative Decree 56 of 2018, with concession revenue hypothecated to the pulse grid.

A transparent scenario model, with parameters published rather than asserted, puts break-even at roughly 151 MW of designated IT load, within a range of 120 MW to 240 MW. That is about 15% of the 1 GW of data centre capacity already covered by a 2024 memorandum between Egypt and the United Arab Emirates. We also set out where in Egypt such capacity can sit, and why the siting logic favours wind-firmed Gulf of Suez locations over the larger solar capacity in Aswan.

We do not claim the design will work. We set out what would have to be true, what could go wrong, and how to find out.
