The study examined the relationship between administrative imperatives and insecurity in Rivers
State, Nigeria, with a specific focus on six local government areas in the State between 2014 and
2024. The study interrogated how administrative capacity deficits, weak policy coordination, and
ineffective grassroots governance structures contributed to the escalation and persistence of
insecurity across the state. The study was anchored on Relative Deprivation Theory which
provided an analytical framework for explaining insecurity as an outcome of unmet socio
economic expectations, structural inequality, institutional neglect, and threats to human wellbeing
beyond conventional state-centric security approaches. In methodological terms, the study
adopted a survey research design complemented by qualitative techniques. A sample size of 400
respondents was scientifically determined using Taro Yamane’s formula. Primary data were
generated through a structured questionnaire and Focus Group Discussions (FGDs) conducted
across selected local government areas. Data analysis combined descriptive statistics such as
mean and standard deviation with inferential analysis using the Pearson Product–Moment
Correlation Coefficient, while qualitative data from FGDs were thematically analysed to enrich
empirical interpretation. The findings demonstrated a statistically significant relationship between
weak administrative performance at the local government level and the prevalence of insecurity
in Rivers State. It recommended that local government councils in Ikwerre, Obio/Akpor, Eleme,
Tai, Degema, and Akuku-Toru in particular and the state at large institutionalize inclusive and
coordinated security governance frameworks. These should involve regular joint security meetings
among the police, civil defence, local vigilante groups, traditional institutions, and relevant
community stakeholders. The study argued that such an integrated, people-centred, and
development-oriented administrative approach would enhance intelligence sharing, strengthen
early-warning systems, and enable more effective responses to security threats.
