This is a policy brief from the African Brain Data Network (ABDN) that examines who owns, controls, and benefits from brain data generated across Africa. It identifies a critical governance gap: while African populations contribute neuroimaging, electrophysiological, and clinical data to global research and AI development, structural inequities in infrastructure, regulation, and international partnerships mean that value and control flow predominantly outward. Drawing on a high-level multidisciplinary webinar and targeted stakeholder engagement, the brief sets out seven policy recommendations covering stewardship-based governance, data infrastructure investment, reform of cross-border data agreements, local capacity-building, and the embedding of African-centred ethical frameworks. It is directed at policymakers, funders, regulators, and international research partners engaged with African brain data governance.
