A country-year database of external military engagement with all 54 African states, 2000–2025: arms transfers (SIPRI TIV), foreign military bases, defence-cooperation agreements, UN/EU arms embargoes, and armed-conflict, governance and economic context. Compiled entirely from open sources; every record carries provenance and a confidence code, and no value is imputed. This record archives version 1.2 of the ASEO website — an interactive, bilingual (English/Turkish) presentation of the database, with continental maps, supplier and recipient profiles, the External Military Engagement Index (EMEI) and scenario outlooks.
