AI-Driven Sustainable Procurement in North Africa

This chapter examines how artificial intelligence reshapes sustainable procurement in North African public sector supply chains, focusing on the integration of generative AI, digital twins, and autonomous systems with environmental governance. It analyzes how AI-driven tools—such as demand sensing, predictive analytics, and prescriptive modeling—optimize procurement while addressing regional challenges like water scarcity, energy demands, and infrastructure constraints. The study evaluates the legal transformations required to regulate AI applications in procurement and assesses the economic impacts, including cost reduction, transaction efficiency, and environmental externality management. Furthermore, it identifies governance mechanisms necessary to balance innovation with sustainability, transparency, and accountability across Morocco, Tunisia, Algeria, Egypt, and Libya.
