Algorithmic Governance in Africa

Abstract This chapter provides an analysis of Africa’s regulatory approaches to AI, highlighting the challenges, opportunities, and future directions in this rapidly advancing area. Drawing upon historical contexts and contemporary realities, it examines the adoption and implementation of algorithms in governance across the continent, highlighting key challenges such as the lack of data infrastructure, the digital divide, and regulatory gaps. Using Mauritius, Egypt, South Africa, and Nigeria as intrinsic case studies, some regulatory approaches and jurisdictional perspectives are explored, shedding light on the efforts to regulate AI within the region. The chapter also discusses recommendations for strengthening algorithmic governance in Africa, emphasizing the need for stronger data infrastructure, suitable regulatory frameworks, and strategic continental and international collaboration.
