This dataset supports the empirical validation of Public Procurement Ecosystem Theory (PPET), a middle-range theory explaining how meso-level institutional coordination enables the adoption of regenerative agricultural practices and environmental outcomes in decentralised public procurement systems.

The data were collected via a structured survey instrument administered to public procurement officers, cooperative leaders, and extension agents across 30 procurement ecosystems in Nigeria (n = 288). Variables cover four theoretically grounded constructs: Institutional Coordination Strength (ICS), Procurement Ecosystem Maturity (PEM), Regenerative Practice Adoption Rate (RPAR), and Environmental Outcome Index (EOI), each operationalised using 5–6 Likert-scale items. Moderators include donor engagement and district governance quality.
