<b>Citizen Adoption of Digital Government Services in Four Locations in Botswana: An Exploratory UTAUT3-Informed Study</b>

This study examines factors associated with citizens’ behavioural intention to adopt digital government services in Botswana. A UTAUT3-informed framework was extended with demographic characteristics and contextual implementation challenges. Cross-sectional questionnaire data were collected from 411 citizens in Francistown, Lobatse, Tutume and Shakawe and analysed using descriptive statistics, hierarchical multiple linear regression and a PLUM ordinal-logistic sensitivity analysis of the final model. Personal innovativeness, price value and social influence were the strongest positive predictors of behavioural intention; age and location also had significant effects. Education shaped all UTAUT3-related perceptions but did not retain a direct effect on intention in the final model. Most implementation challenges influenced technology perceptions rather than intention directly, with internet instability the only significant direct barrier. The findings position citizen adoption as an information-systems-enabled change process shaped by technological readiness, perceived value, social influence, geographic context and infrastructure.
