This chapter discusses how a sustainable culture of quality can be built in online and blended higher education in East, West and Southern Africa. It responds to rapid digital transitions accelerated by the COVID-19 pandemic, which exposed gaps in quality assurance (QA), infrastructure and faculty preparedness. Using a multi-theoretical lens combining Total Quality Management, Quality Maturity Models and Constructivist Learning Theory, the study applies the PRISMA approach in twelve countries. Findings reveal disparities in policy, technology and institutional capacity. The chapter proposes a context-sensitive QA framework emphasizing continuous improvement, stakeholder engagement and alignment with national bodies such as Zambia Qualifications Authority.
