Mauritius is a nation of extraordinary ambition. Its government has articulated a clear and credible vision: to transform the island into a leading digital economy, a regional hub for technology and innovation, and a model of sustainable governance for the African and Indian Ocean region. That vision is widely admired internationally, and rightly so.
Yet a fundamental tension sits at the heart of that ambition. The infrastructure required to realise a digital future consumes the one resource Mauritius can least afford to waste: energy. As a Small Island Developing State, Mauritius imports the vast majority of its energy in the form of fossil fuels, operates a national grid under increasing pressure, and faces electricity costs that constrain the very institutions tasked with delivering digital transformation.
This framework proposes a different starting point. Rather than asking how the government can acquire more power to fuel its computing infrastructure, it asks a more fundamental question: how much of the power already being consumed is being used well, and how much is being silently lost?
The answer, as this document demonstrates, is that the losses are substantial. They occur at every level of government computing:in idle workstations left running overnight, in servers generating heat that is expelled into the atmosphere, in networks running at full capacity during off-peak hours, and in human behaviours that have never been systematically addressed.
The Compute-Aware Energy Intelligence framework presented here is built on a simple but powerful insight: the path toenergy-independent government computing does not begin with generation. It begins with intelligence. Measure what youconsume. Eliminate what you waste. Capture what you lose. Route what you recover. Only then, on a dramatically reducedbaseline, does generation become necessary, affordable, and precisely sized.
This is not a theoretical exercise. Every layer of this framework is grounded in deployed technology, verified performance data, and implementation precedents from comparable institutional environments globally. It is designed to be actionable from the first week, scalable across every ministry building, and replicable across every Small Island Developing State that faces the same paradox as Mauritius. It is submitted with the conviction that Mauritius has the institutional capacity, the policy will, and the strategic positioning to lead this transformation — not only for itself, but as a model for the world.
