This deliverable presents the evidence-based regional development strategy developed by the KijaniSpace project to accelerate the adoption of climate-smart agriculture across the Lake Victoria Basin. Based on policy analysis, stakeholder consultations, baseline surveys, and field research in Kenya, Uganda, and Tanzania, the report identifies the technical, institutional, and capacity requirements needed to integrate Copernicus Earth Observation (EO) and Internet of Things (IoT) technologies into agricultural and aquaculture decision-making. Rather than only documenting regional needs, the report establishes a strategic foundation for the Space-IoT Box—the KijaniSpace platform that integrates EO data, geospatial information, IoT resources, and digital services to support climate-smart agriculture. It identifies priority use cases, technology adoption barriers, governance requirements, and investment opportunities that guide subsequent platform development, pilot implementation, innovation activities, and policy engagement across the project. The findings demonstrate a strong demand for digital advisory services while highlighting low awareness of EO and IoT technologies among end users. By translating these needs into actionable regional priorities, the deliverable enables more user-centred technology development, strengthens cooperation between research, public authorities, SMEs, and farming communities, and supports the wider adoption of digital climate services. As an open-access research output, this deliverable contributes to knowledge sharing and provides a reusable evidence base for researchers, policymakers, innovation ecosystems, development organisations, and technology providers working to strengthen climate resilience, food security, and sustainable agricultural transformation in Africa. It also supports the replication of Space-IoT approaches in other transboundary regions and contributes to the Horizon Europe objectives of increasing the societal and innovation impact of research through open science and international collaboration.
