DA CERTIFICAÇÃO LIFECA À SUSTENTABILIDADE DA MUDANÇA COMPORTAMENTAL: Reflexões Técnicas e Recomendações Estratégicas para o Fortalecimento dos Programas de Saneamento Rural em Cabo Delgado

This technical document consolidates evidence, lessons learned, and strategic recommendations derived from the implementation of the Community Participation and Education Strategy (PEC) for the promotion of hygiene and rural sanitation in Cabo Delgado Province, Mozambique, between 2023 and 2026. Drawing on implementation experience across approximately 1,400 communities, the document examines the factors that influence the sustainability of behaviour change following ODF (LIFECA) certification and proposes a shift from an infrastructure-centred approach towards a model focused on sustained behaviour change, community resilience, institutional learning, and the digital transformation of monitoring systems. Intended for WASH professionals, policymakers, researchers, development partners, and public institutions, this publication aims to contribute to strengthening rural sanitation policies and programmes by promoting evidence-based decision-making and a long-term perspective on the sustainability of sanitation interventions.
