Defining AI Skills and AI Talent for Africa A Taxonomy, Value Chain, and Implementation Framework

Incorporating a Synthesis of National AI Strategies Across Africa This paper proposes that the Talent & Skills Thematic Working Group (TWG) adopt a clear, operationally useful distinction between AI skills and AI talent before embarking on any measurement, benchmarking, or pipeline design work. Without this foundational clarity, continental strategies risk conflating inputs (training hours, course completions) with outcomes (productive capability, innovation capacity), leading to programmes that look impressive on paper but fail to produce the workforce Africa actually needs. The paper sets out a five-stage value chain — from foundational AI literacy through to battle-tested AI talent — and maps it against existing global frameworks (SFIA 9, UNESCO AI Competency Frameworks, AU Continental AI Strategy) and the national AI strategies of 15 African member states to ensure both interoperability and continental grounding. It draws on the my direct experience designing and delivering AI education and workforce programmes across Nigeria and the UK. The core argument is simple: skills are acquired through structured learning and accreditation; talent is demonstrated through applied, verifiable performance under real-world conditions. A review of all published African national AI strategies confirms that no country has yet formally drawn this distinction. This paper fills that gap.
