DEPRECATED: MESA 4.1 tool for Windows 11

This is a compiled version of MESA 4 for Windows 11 systems. The current version number is 4.1-beta. Beta releases can be tested more widely by partners. This version works and it delivers a sensitivity analysis according to the MESA method. A full release of this code will replace the online cloud-based version of MESA.  More information about the project is available in the project ReadMe.  The main program is user_interface.exe.
