Development and Implementation of a Mobile Application to Enhance Access and Engagement in Open, Distance, Flexible, and e-Learning (ODFeL): A Case Study of Federal Polytechnic Bauchi, Nigeria

The integration of mobile technology into Open, Distance, Flexible, and e-Learning (ODFeL) presents a transformative opportunity to address systemic access and engagement challenges in higher education within resource-constrained settings. This paper details the design, development, and pilot implementation of a dedicated mobile ODFeL application at the Federal Polytechnic Bauchi (FPTB), Nigeria, where existing desktop-centric platforms fail to align with the near-ubiquity of smartphones. Using a mixed-methods approach informed by the Technology Acceptance Model (TAM) and Design-Based Research (DBR) principles, the paper followed a structured five-phase development lifecycle. The resulting cross-platform application is built with Flutter, features core innovations in offline content access, real-time communication tools, and integrated assessment systems. Data collected from 100 students, 25 lecturers, and 5 ICT administrators via surveys, focus group discussions, and usability testing were analyzed using both statistical and thematic methods. Pilot phase findings (n=80) revealed high user acceptance (Perceived Usefulness: M=4.2/5.0; Perceived Ease of Use: M=4.0/5.0), a threefold increase in learning material access frequency (from 1.7 to 5.0 times per week), and a predominant reliance on offline functionality (used by 65% of pilot users). The application effectively mitigated key barriers of unreliable connectivity and poor communication, thereby enhancing accessibility, fostering engagement, and strengthening the student-instructor connection. The study concludes that a context-aware, mobile-first ODFeL platform is not only viable but essential as a scalable and sustainable model for Nigerian tertiary institutions.
