This paper constitutes Volume II of the Zambia Strategic Intelligence Series 
(SIP-2026-002). It develops a Five-Pillar Framework for Zambia's sovereign 
positioning at the intersection of three converging global forces: the 
$695–725 billion hyperscaler AI infrastructure buildout, the bifurcation of 
international payment systems into competing programmable ledgers (BIS Project 
Agorá vs. mBridge/CIPS), and the structural copper supply deficit projected 
at 10 million tonnes by 2040 (S&P Global, January 2026).

At the LME spot price of $13,920/tonne (June 2026), Zambia's failure to 
domestically process its 890,346-tonne annual copper output represents an 
estimated $2.7–$3.6 billion annual value leak. The paper analyses Zambia's 
leverage profile across five strategic pillars: a Copper Sovereign Wealth Fund 
(ZCSWF), a Phased Beneficiation Mandate, the Zambia Energy Transition 
Industrial Zone (ZETIZ), a Wholesale CBDC for payment sovereignty, and 
AI-assisted geological intelligence. Policy recommendations are addressed to 
the Office of the President, Ministry of Finance, Ministry of Mines, and the 
Bank of Zambia.
