In Sub-Saharan Africa, including Uganda, healthcare delivery faces critical challenges that demand immediate attention and innovative solutions. A stark reality persists: only 58% of healthcare providers can accurately diagnose patients for very common conditions (Economic Policy Research Centre Uganda, 2014). This alarming statistic reveals a fundamental gap in medical competency that directly impacts patient outcomes and undermines public health efforts across the region. The diagnostic challenge is further compounded by systemic issues such as illegible handwriting in medical records, which creates significant barriers to continuity of care. These documentation problems cause delays in treatment initiation, medication errors, and potentially fatal consequences for patients who depend on accurate information transfer between healthcare providers. Additionally, the severe scarcity of healthcare facilities and qualified medical personnel in developing countries creates access barriers that leave millions without adequate care, highlighting the urgent need for technological assistance to improve healthcare delivery systems. To tackle these multifaceted issues, this research proposes implementing AI-powered assisted predictive diagnosis and prescription systems. These advanced technologies can analyse vast amounts of medical data rapidly, identify patterns invisible to human observation, and facilitate seamless information sharing among practitioners across different locations. By creating comprehensive digital account repositories for patients—encompassing laboratory results, vital signs, medical history, and treatment responses—the research aims to provide healthcare workers with a holistic understanding of each patient's health status. This accumulated data, processed through Encephax software, generates meaningful clinical insights that are crucial for accurate and timely healthcare interventions. Special attention is given to non-communicable disease management, where timely clinical decisions can literally be a matter of life or death.
