Engineering Trust: A Policy Roadmap for Blockchain-Based Electoral Systems in Emerging Democracies

Citizens of numerous emerging democracies, particularly across Sub-Saharan Africa, have always expressed feelings of frustration with the electoral systems. The elections, which should reflect the will of the people, often feel rigged or manipulated. From voter suppression to ballot tampering and unclear result collation, the process has left many questioning whether their votes really matter. However, study has shown that Technology can fundamentally change the election narrative by building genuine trust through transparency, security, and fairness rather than empty promises. This paper explores how blockchain can help create more secure, transparent, and verifiable elections. Using Nigeria as a case study, we laid out a practical roadmap that blends these engineering solutions with good governance principles. By combining smart engineering with strong, transparent governance, we can make this vision a reality. We also looked at the challenges—like digital illiteracy, poor infrastructure, and political resistance—and offer clear, step-by-step strategies for testing and scaling these systems responsibly. At its core, this research is about using decentralized tools to strengthen democracy and give citizens confidence that their votes truly count.
