Equal Opportunities to Prosper: A Statistical Analysis of Macro- and Microeconomic Factors

2016 - 2017 Le società si sforzano di realizzare sistemi socio-economici che offrano opportunità uguali e di ampia portata alle loro persone. Il concetto di "pari opportunità" è molto complesso e comprende molte definizioni. "Pari opportunità" non significa solo essere in grado di accedere ai servizi di base e idealmente con gli stessi standard di qualità; potrebbe anche significare trovare un lavoro dignitoso o condurre una vita professionale soddisfacente, o anche prosperare personalmente, senza affrontare discriminazioni o - essenzialmente - assumendo che se tutte le persone sono davvero uguali - le condizioni dovrebbero essere tali che le risorse disponibili e i principi socio-politico-economici che governano la vita dovrebbero aiutare a parificare le opportunita’ e a fornire una giusta possibilità di successo a tutti, senza distinzioni. L'analisi dell'uguaglianza di opportunità si è tipicamente tradotta nell'utilizzo di statistiche complesse, che vanno dagli indici di concentrazione (ad esempio il coefficiente di Gini) alla sofisticata modellizzazione di modelli di crescita, monitoraggio della povertà, analisi dei comportamenti umani e dei principi di giustizia sociale. I tre articoli presentati in questa monografia intendono discutere questa domanda da prospettive selezionate e molto distinte: 1) come (e se) l'accesso finanziario avvantaggia il benessere delle persone; per fare ciò abbiamo applicato un quadro econometrico a un caso studio basato sulla Mauritania; 2) come la dotazione di risorse naturali è correlata con gli indicatori di crescita economica e disuguaglianza; in questo caso abbiamo adottato una prospettiva globale e utilizzato un set di dati che copre oltre 40 paesi; e 3) se gli incentivi fiscali possono essere uno strumento efficace per raggiungere la crescita economica in un modo che non falsi la concorrenza tra le imprese; anche in questo caso abbiamo utilizzato un approccio di caso-studio, incentrato sull'esperienza della Repubblica Dominicana, per cercare di determinare le lezioni di politica. .. [a cura dell'Autore] Societies strive to achieve socio-economic systems that provide equal and broadbased opportunities to their people. The concept of “equal opportunities” is a very complex one, and encompasses many definitions and several different areas of life. ‘Equal opportunities’ does not only mean to be able to access basic services and ideally with the same quality standards; it may also mean to find a decent job and lead fulfilling professional lives, or also to thrive personally, without facing discriminations or – essentially – moving from the expectation that – if all people are indeed equal – conditions should be such that (while people cannot systematically have the same starting points in life) the resources available and the sociopoliticaleconomic principles that govern life may help level off the playing field, and provide a fair chance for success to all, without distinctions. Analyzing equality of opportunities has typically translated into the utilization of complex statistics, ranging from concentration indexes (e.g. the Gini coefficient) to sophisticated modeling of growth patterns, poverty outcomes, human behavior and social justice principles. The three papers presented in this monograph intend to discuss this question from selected and very distinct perspectives: 1) how (and if) financial access benefits peoples’ wellbeing; to do this we applied an econometric framework to a case-study based on Mauritania; 2) how natural resource endowment is correlated with economic growth and inequality indicators; in this case we adopted a global perspective and utilized a dataset covering over 40 countries; and 3) if tax incentives can be an effective tool in achieving economic growth in an way that does not distort competition among enterprises; also in this case we utilized a case-study approach, focusing on the experience of the Dominican Republic, to try and determine policy lessons. ..
