Many rural and peri-urban communities in sub-Saharan Africa continue toface persistent barriers to meaningful internet access, including high data costs, unreliable infrastructure, and limited locally relevant digital services. Community-owned connectivity initiatives offer a promising response, yet their sustainability depends on socio-cultural fit in terms of governance structures, technical capacity, and ethical deployment practices. This proposal investigates the feasibility of a community-owned Minimum Viable Connectivity (MVC) model in Sweetwaters, a rural community in KwaZulu-Natal, South Africa. Building on prior participatory maternal and child health research, the study employs co-design, cultural probes, and technology probes to identify the minimum technical components, governance arrangements, and locally valued services required to sustain community connectivity. The project further explores the feasibility and adoption of local offline generative AI models deployed over a Community Wireless Network to support community knowledge sharing.
