From Blueprint to Pilot: An AI Policy Collection for African Institutions

Five reusable AI policy artefacts in one volume, ordered the way an institution would meet them: decide how you will govern, then how you will design, then see it applied, then practise the judgement it needs, then test it on something small.

• Artefact I — National AI Governance Blueprint. Models the governance architecture: what a national AI framework must decide, who holds each power, and which safeguards are not tradeable. Risk tiers, separation of powers, institutional capacity, a phased roadmap and six appendices
• Artefact II — AI Policy Design and Implementation Toolkit. Twenty-five connected instruments across six modules, carrying a problem from definition through options, governance design, procurement, piloting and exit
• Artefact III — Four First-Wave Policy Briefs. Coordinated briefs on digital sovereignty, finance and inclusion, agriculture, and health — each running the same five sections and ending in a decision rather than a summary
• Artefact IV — The Ubuntia AI Policy Simulation Casebook. Four decision simulations in two parts: participant packets that may be shared in full, and facilitator guides holding the delivery logic, defensible decision families and moderation anchors
• Artefact V — Selective AI Policy Pilot Portfolio. A method and eighteen instruments for deciding which AI pilots should proceed, on what authority, under what safeguards, and how they close or scale

Each artefact is also published separately and carries its own DOI. They are reproduced here complete and unaltered: section numbering, instrument numbering and appendices are unchanged, so a citation to a separately published edition resolves to the same text in this volume. Only the individual covers, credits pages and contents have been removed, and figure and table numbers carry an artefact prefix because each work numbers its own from one.

The collection was developed from the eight capstone projects submitted by Cohort 1 of the AI Literacy Fellowship for African Policymakers, written by forty-one fellows in eight thematic teams and published in full in the source volume, where those forty-one authors are named.

The Republic of Ubuntia is a fictional country invented for the fellowship so that eight teams could work on a shared canvas without attributing untested proposals to any real government. Artefacts I, III and IV are set there; Artefacts II and V name no jurisdiction and are written to be used anywhere.
