Geospatial Data Governance Plan for Kenya's Energy Sector

This report presents a proposed geospatial data governance framework for Kenya’s energy sector. It assesses the current institutional and data-management environment, identifies key energy and non-energy data producers and users, and highlights challenges such as fragmented repositories, inconsistent data standards, duplication of effort, limited data sharing and unclear institutional responsibilities. The report proposes a federated governance approach supported by a coordinated central data repository, clearly defined institutional roles, common metadata and coordinate reference system standards, data-sharing procedures, access controls and quality-assurance processes. It also outlines a practical workflow for validating spatial and attribute data, documenting errors, maintaining audit records and approving datasets before they are loaded into the database. An implementation roadmap is provided to guide institutional coordination, capacity building, database development, data standardisation, security, periodic review and continuous improvement. The proposed framework is intended to improve the availability, consistency, security and usability of geospatial energy data for energy planning, regulation, electrification analysis, infrastructure development and evidence-based decision-making in Kenya. The report was prepared as part of the Energy Modelling Platform Global (EMP-G) Capacity Building Programme.
