Geospatial Modeling for renewable Energy Expansion in Abuja

This Data Governance Plan presents a geospatial modeling framework for improving renewable energy expansion and electricity access in healthcare facilities across the Federal Capital Territory (FCT), Abuja. Using Geographic Information Systems (GIS) tools such as QGIS, PostgreSQL/PostGIS, and GeoServer, the project integrates spatial and non-spatial datasets to assess power supply reliability and identify underserved areas. The analysis focused on five key communities—Lokogoma, Lugbe, and Kuje—revealing significant disparities in energy distribution between central urban zones and peripheral rural settlements. Findings indicate that inadequate grid coverage in rural areas hampers healthcare delivery and local development, emphasizing the need for decentralized renewable energy solutions like solar mini-grids and hybrid systems. The governance model establishes policies for data quality, interoperability, and stakeholder collaboration among institutions such as the Energy Commission of Nigeria (ECN), Abuja Electricity Distribution Company (AEDC), and the Rural Electrification Agency (REA). Scenario and sensitivity analyses underscore the importance of accurate, well-maintained spatial data for reliable decision-making. The study recommends the adoption of a national Geospatial Data Governance Framework to promote transparency, interoperability, and sustainable energy planning. Despite limitations related to data availability and field validation, the project demonstrates the value of geospatial analysis in guiding evidence-based energy policy. Ultimately, it supports Nigeria’s progress toward Sustainable Development Goals 3 (Good Health and Well-being) and 7 (Affordable and Clean Energy) through improved data governance and renewable energy deployment.
