Ghana Special Educational Needs and Disabilities: A Landscape Analysis

This landscape analysis was developed in response to a request from the UK Foreign, Commonwealth & Development Office (FCDO), under a Ghana Accountable Grant through the Partnership Beyond Aid (PBA) programme, to inform ongoing efforts to strengthen inclusive education systems in Ghana. It provides a systems-level understanding of the special educational needs and disabilities (SEND) ecosystem, including policies, key actors, service delivery mechanisms, infrastructure and capacity, socio-cultural dynamics, coordination gaps, and opportunities for reform.
