As part of the Digital Ethiopia 2030 mission, these guidelines aim to resolve the systemic "noise" and biases found in low-resource language datasets. This "Linguistic Constitution" provides engineers and researchers with the "why" behind Amharic morphological and cultural constraints, ensuring that models like Qwen or Llama are not only accurate but culturally safe. # 🛠️ Core Focus Areas ## 1. Orthographic Redundancy Mitigation Amharic contains several homophonic characters (different symbols for the same sound, e.g., ሀ, ሐ, ኀ). **The Problem**: These create redundant word embeddings, diluting the model’s semantic understanding. **The Solution**: A standardized Phonetic Normalization protocol for pre-training and fine-tuning datasets. ## 2. Morphological Complexity Amharic is a "fused" language using circumfixes and infixes. **The Goal**: Providing structural maps for tokenization that respect the root-verb system, preventing the "hallucination" of non-existent word forms. ## 3.
