## Quick Start
### 1. Install Dependencies
```bash
pip install -r requirements.txt
```
### 2. Download Static Data
Run `notebooks/00_static_data_acquisition.ipynb` or:

```
### 3. Run Wflow Simulation
Requires Julia + Wflow.jl:
