The problem Early warning information for the Greater Horn of Africa is already good and already public. ICPAC operates seasonal forecasting, a multi-hazard thresholds and triggers platform, and — through Husika — SMS, USSD, mobile, web, and multilingual last-mile delivery. The gap is not warning. It is the **operational bridge between a forecast crossing a threshold and a funded, accountable action starting**: > Which pre-agreed action should start now, who must approve it, what evidence supports that decision, what is blocking readiness — and can anyone prove it afterwards? ICPAC's own trigger engine makes the shape of the gap concrete.
