## What this is
Most African constitutions guarantee the right to participate in governance. Most countries have legislation that creates specific mechanisms through which citizens can exercise that right — protection orders, labour dispute forums, housing courts, public hearings on budgets, complaints to constitutional commissions.
This dataset indexes those rights and mechanisms in a consistent, machine-readable structure across African countries. It answers the questions:
- What does this country's constitution say about a given right?
- Which Acts of Parliament operationalise that right?
- What specific process can a citizen use to enforce it?
- Who do they contact for free help?
- What happens if the primary mechanism fails?
This is not a dataset about whether participation is working well in practice. It documents the formal legal framework — what citizens are entitled to, and what processes exist in law.

## Why this gap exists
Constitutional text is increasingly available through tools like Constitute Project. Case law is available through AfricanLII. But the layer between them — the enabling legislation, the specific mechanisms, the procedural requirements — is scattered across government gazettes, municipal websites, and legal databases that are rarely machine-readable or continent-wide.
Civic tech developers building for African contexts need to answer questions like "how does a farmworker in South Africa challenge an eviction?" or "where does a citizen report a constitutional rights violation?" Currently there is no structured API for this.
