## Prérequis
- Python 3.11+
- PostgreSQL 15+
- Redis (pour Celery et le cache)
- Un compte OpenAI (pour la Phase 3 — IA)

## Installation
### 1. Environnement virtuel
```bash
python -m venv venv
venv\Scripts\activate # Windows
# source venv/bin/activate # Linux/macOS
```
### 2. Dépendances
```bash
pip install -r requirements.txt
```
### 3. Variables d'environnement
```bash
copy .env.example .env # Windows
# cp .env.example .env # Linux/macOS
```
Éditez `.env` et remplissez au minimum :
- `SECRET_KEY` : générez avec `python -c "from django.core.management.utils import get_random_secret_key; print(get_random_secret_key())"`
- `DATABASE_URL` : ex. `postgres://bcrdc_user:password@localhost:5432/bcrdc_db`
- `OPENAI_API_KEY` : votre clé OpenAI (Phase 3)
### 4. Base de données PostgreSQL
```sql

### 5. Migrations Django
```bash
python manage.py migrate
```
### 6. Créer un superutilisateur (admin)
```bash
python manage.py createsuperuser
```
> Entrez uniquement un `phone_hash` (n'importe quelle chaîne) et un mot de passe.
### 7. Extraire la Constitution depuis le PDF
```bash
python scripts/extract_constitution.py --dry-run # Vérification
python scripts/extract_constitution.py # Import réel
```
### 8. Lancer le serveur de développement
```bash
python manage.py runserver
```
