It combines an integrative review of the scholarly and policy literature with telephone consultations held in July 2026 with a representative of each of eleven Ghanaian nonprofit organisations. This repository contains the anonymised consultation data and the code that produces Figure 1 of the paper. It does not contain the manuscript, which is available at the preprint link above. ## Contents | File | Description | |---|---| | `consultation_matrix.csv` | Thematic coding of the eleven consultations. Rows are organisations, anonymised by sector and organisational type. Columns are challenge themes. Values are binary: `1` means the theme was raised by the respondent, `0` means it was not raised, which does not establish that the challenge was absent. | | `consultation_matrix.py` | Loads the coding matrix, validates it, and generates Figure 1. Validation rejects non-binary values, duplicate organisation labels, missing theme columns, and an unexpected row count. | | `Figure1.png` | Figure 1 as published, 300 dpi. Regenerated by the script above. | | `requirements.txt` | Python dependencies. | ## Reproducing Figure 1 ```bash pip install -r requirements.txt python3 consultation_matrix.py ``` This writes `consultation_matrix.png` and `consultation_matrix.pdf` to the working directory and prints the theme totals.
