Governance Requirements for Egyptian Agrivoltaics Standardization

The first paper in this series established why Egypt needs a national agrivoltaics standard. This paper addresses a narrower and, in practical terms, more urgent question: what should the governance component of that standard actually require. Technical specifications for agrivoltaic systems, however well designed, cannot substitute for a documented account of who made which decisions, on what basis, and with what accountability affected stakeholders. This paper proposes a minimum set of governance requirements, grounded in the international benchmark for organizational governance (ISO 37000) and in project-level practice already emerging in comparable sectors, for inclusion in any future Egyptian agrivoltaic specification. The paper is intended as a governance discussion paper supporting future national standardization efforts rather than a draft standard itself.
