The framework was developed to address common implementation challenges encountered in health system digitization initiatives within low- and middle-income countries (LMICs), including fragmented digital infrastructure, poor interoperability between health information systems, inconsistent implementation processes, limited technical workforce capacity, weak governance coordination, infrastructure variability across facilities, and unsustainable pilot-driven deployments. The toolkit provides a harmonized methodology for transitioning digital health innovations from isolated implementations into scalable, institutionally integrated, and operationally sustainable health system platforms.
