Influence of Cooperative Procurement Procedures on Cost Performance of Building Projects in Borno State, Nigeria

Public procurement plays a critical role in construction project delivery; however, persistent cost overruns in Nigeria highlight inefficiencies in traditional procurement systems. This study, therefore, aimed to assess the influence of cooperative procurement procedures on the cost performance of building projects in Borno State, Nigeria. A quantitative descriptive survey design was adopted, with data collected from 88 construction professionals using structured questionnaires and analysed in SPSS using descriptive statistics, the Relative Importance Index (RII), correlation, and regression analyses. The findings revealed a moderate, statistically significant positive relationship between cooperative procurement and cost performance (R = 0.43; β = 0.41; p = 0.003), with cooperative procurement explaining 18% of the variation in cost performance (R² = 0.18). This indicates that collaborative practices contribute meaningfully, though not exclusively, to improved cost outcomes. The study concludes that cooperative procurement enhances cost performance; therefore, it recommends strengthening stakeholder collaboration, improving institutional frameworks, and integrating cooperative practices with broader project management strategies to achieve optimal results.
