This repository contains the complete technical and financial proposal for a comprehensive, multi-sectoral social protection initiative designed to enhance long-term climate resilience in Kebbi State, Nigeria. Structured around European Commission Results-Based Management (RBM) and EU Logframe standards, this project implements a coordinated €7.03M framework targeting vulnerable households, preschoolers, internally displaced persons (IDPs), and youth. The proposal outlines an operational methodology across four integrated components: Cash Transfers: Digital, biometrically verified cash assistance (€2.44M) targeting 6,000 highly vulnerable households to mitigate acute economic shocks. School Meals: Structured nutritional delivery systems (€918K) serving 30,000 children across 75 active feeding centers to stabilize educational access. Green Livelihoods: Climate-smart agricultural capacity building (€2.83M) installing solar-powered irrigation infrastructure across 5,000 hectares to train 20,000 youth. Health Services: Institutional healthcare access expansion (€850K) integrating 20,000 individuals into the Kebbi State Contributory Healthcare Management Agency (KECHEMA) network. This document serves as an open-access resource for development practitioners, policymakers, and researchers focusing on adaptive social safety nets, climate-smart agronomy, and sub-national institutional capacity building within Sub-Saharan Africa. It includes complete operational design matrices, phased quantitative output targets, comprehensive risk management strategies, and a rigorous tracking framework.
