This document comprises the Pre-Analysis Plan (PAP) for assessing the long term (10 year) impact of a REDD+ programme implemented in Eastern Sierra Leone in communities around the Gola Rainforest National Park (GRNP). Reducing Emissions from Deforestation and Degradation (REDD+) programmes aim to reduce deforestation (thereby increasing carbon sequestration and mitigating climate change) as well as increase livelihood outcomes. The REDD+ programme has been implemented from 2014 by Gola Rainforest Conservation (GRC) and aims at providing benefits to Forest Edge Communities (FECs) around the National Park. Using a Difference in Difference framework, we evaluate the impact on economic and conservation behavior. As mechanisms we assess changes in the local labour market.
