Procurement generates data through every requisition, tender, contract, invoice, delivery and supplier interaction, yet greater data availability has not automatically produced better procurement outcomes. This paper develops a Procurement Data-to-Value Capability Framework, drawing on the Resource-Based View, Dynamic Capabilities Theory and the Information Processing View, to explain how procurement data becomes procurement intelligence and, ultimately, strategic value. The framework treats value creation as a capability-dependent process comprising seven stages: data generation, data foundation, data integration, analytical capability, procurement intelligence, decision execution and value realisation. Procurement data is not inherently strategic; its value depends on an organisation's ability to govern, integrate, analyse and act on it. Its empirical centre of gravity is Nigeria: the Bureau of Public Procurement, the Nigeria Open Contracting Portal (NOCOPO), the World Bank-financed SPESSE reform programme, and the forthcoming Electronic Government Procurement (e-GP) platform, and set alongside Ukraine's Prozorro ecosystem, the United Kingdom's analytical approach to competition enforcement, and OECD evidence on digital-government integration. The comparison is instructive because Nigeria does not fit the usual narrative of either failure or success: it has built genuine transparency infrastructure and reports substantial savings, yet its procurement outcomes remain constrained less by the availability of data than by weak decision execution and uneven institutional independence. The paper closes with ten testable propositions, a candidate measurement instrument, and a research agenda anchored in Nigeria's experience but relevant to comparable emerging markets.
