This project presents a study of governance, reviewability, and accountability in Nigeria’s Central Admissions Processing System (CAPS). It introduces the concept of Minimum Viable Reviewability (MVR) and applies a Rights Pathway Audit to evaluate how digital public systems support or constrain contestation, traceability, and record-linked decision correction. The work contributes to AI and digital governance by demonstrating how reviewability failures emerge in high-stakes decision infrastructures and proposing minimal governance interventions.
