The halal culinary industry in North Sumatra faces challenges in the implementation of halal standards and market competitiveness. This research aims to develop a strategy based on the Maqasid Syariah framework to increase the competitiveness of creative Small and Medium Industries (SMEs) in the halal culinary sector. Using qualitative methods with in-depth interviews, data analysis techniques using Atlas.ti and maqashid syariah index, the study identified development priorities such as digital marketing, product innovation, and halal certification. The main findings show that the welfare dimension (Maslahah) has a significant contribution to strengthening competitiveness, with the value of the Maqasid Sharia Index of 67.90%, classified as "Quite Good". New facts reveal the importance of integrating technology-based training and mentoring in increasing the capacity of business actors. This study concludes that Maqasid Sharia-based strategies can be an innovative framework to overcome challenges in the halal culinary sector.
