Large language models (LLMs) promise transformative healthcare support in lowresource regions, yet linguistic underrepresentation and infrastructural constraints limit equitable access across Sub-Saharan Africa. This paper proposes a conceptual framework that reframes static, multilingual educational manuals as foundational building blocks for agentic AI systems—enabling dynamic reasoning and action simulation without requiring specialised code, model fine-tuning, or high-compute infrastructure.
