Open Data for Local Governance Transformation in Francophone Africa

This project aims to conduct a systematic literature review (SLR) to rigorously analyze how open data initiatives contribute to the transformation of local governance in Francophone African countries. The review examines the impact of open data on transparency, citizen participation, institutional accountability, and the efficiency of public service delivery. The protocol follows PRISMA 2020 guidelines and is structured around a central research question: to what extent do open data initiatives improve local governance? The research questions focus on (1) the areas of local governance affected by open data, (2) the methodological approaches used to assess their impact, (3) the data governance models implemented, and (4) the barriers preventing effective adoption of open data in African local administrations. The review will provide a comprehensive mapping of existing initiatives, identify best practices, highlight recurrent challenges, and reveal gaps in the current literature. The findings will serve as a foundation for strategic recommendations aimed at strengthening transparency, administrative modernization, and public data openness across Francophone African local governments.
