The puzzle that Nigeria has become in all Departments of human and infrastructural development needs an imaginative explanation especially to the youths who are unnerved by Nigerian lethargy. This paper uses the fables of Achilles and the tortoise race of Zeno of Elea’s paradox against motion, and that of the frog and deer in Igbo lore, to give an insight to a possible child, for him or her to have an inkling into the Structural and Constitutional integument on the Nigeria’s development, which is evident in the policies of dominance perpetrated by those who favor the Head start policy in the Nigerian reality. A kind of critical expose was used to bring out the sense in the fables as they relate to Nigeria. It was found out that so long as the attraction in maintaining the head start policy through all kinds of guises, is about maintaining political power, with which to control and dispense with Nigerian wealth as the wielders of power prefer, in accordance with the principles of Group interest politics, for that long, would Head start device subsist, unless restructuring Nigeria removes it, which may not happen soon because the device is an obstacle to any meaningful restructuring of Nigeria.
