Positioning Africa in the Age of Artificial Intelligence: A Doctrine for Gradual Digital Sovereignty
This white paper proposes a strategic doctrine to strengthen Africa’s digital sovereignty in the age of artificial intelligence. Rather than advocating immediate technological independence or attempting to replicate foreign industrial models at scale, it presents a framework for the gradual development of sovereign capabilities by transforming existing digital uses into sustainable public capacities.
The doctrine is structured around two complementary movements. The first seeks to accelerate economic and social development through the adoption of artificial intelligence in priority sectors such as healthcare, education, agriculture, public administration, and justice. The second transforms these digital uses into sovereign capabilities through an integrated architecture encompassing governance, cybersecurity, interoperable digital public infrastructure, sovereign digital financing, human capital development, regional cooperation, and continental strategic coordination.
The paper introduces several public policy instruments, including a National Digital Code, a Sovereign Digital Fund financed through digital economic activity, and an eleven-stage digital sovereignty framework describing the progressive development of institutional, technical, financial, and geopolitical capabilities. Rather than proposing entirely new mechanisms, the doctrine combines internationally proven instruments—including India Stack, Aadhaar, UPI, X-Road, ONDC, Digital Services Taxes, sovereign wealth funds, GDPR-inspired data governance frameworks, and national cybersecurity agencies—into a coherent architecture adapted to African realities.
An explicit theory of change explains the causal pathway through which digital adoption is transformed into sustainable sovereign capabilities across five successive stages: visibility, formalization, resource mobilization, infrastructure deployment, and value reinvestment through digital use. The framework is accompanied by measurable indicators designed to support empirical evaluation and continuous policy adaptation.
Throughout the paper, digital health serves as the primary operational case study. E-Shepha Hub is presented as an interoperable clinical platform supporting ambulatory care pathways by connecting patients, healthcare professionals, pharmacies, insurers, and national health systems using internationally recognized standards, including HL7 FHIR, SNOMED CT, and ICD-10.
This publication contributes to the ongoing debate on Africa’s strategic positioning within the global artificial intelligence economy. Its objective is to foster dialogue among policymakers, researchers, engineers, entrepreneurs, students, and international institutions by proposing practical pathways for building resilient, interoperable, and sovereign African digital ecosystems.
