Power and Algorithms: A Dilemma between AI governance and Technological risk regulation (A Cross- Country Analysis)

Abstract
This research work tends to approach the knowledge of Artificial intelligence and governance 
in a relative perspective through thorough analysis and study of global illustrations. Artificial 
intelligence has had many sides among which, governance is the one with too many 
stakeholders to risk any privacy damage but also has a very big contributory factor to be utterly 
disregarded. The work tries to study the dilemma between regions in different countries 
Nigeria, India and European countries. While commissioning Artificial Intelligence(AI) in 
governance which acts as an enabler for people in terms of opportunities, membership and 
innovation, it significantly marks the state more vulnerable to not just cyber attacks but also to 
its own shield of regulation, restrictions and law. The intersection of such laws and policies 
give us a new pathway in terms of technological risk regulation and Artificial Intelligence (AI) 
governance. The paper also argues that while Artificial Intelligence (AI) can be significantly 
outrage the boundaries of the state, it owns certain self-discovery mechanisms and with the 
right set of policy curation, the power of Artificial Intelligence (AI) in governance can be 
utilized to its best. It presents a critical analysis on the perceptions and consequences of 
regulating open source and closed source AI with successful global policy frameworks in this 
regard.
