PRECISION FOOD LABELING AND CONSUMER HEALTH DECISION-MAKING

We examine how precision food labeling influences consumer health decision making and how regulatory enforcement conditions this relationship in Somalia from 2020 to 2025. We construct a multi-source panel dataset integrating institutional labeling compliance, consumer response indicators, and global regulatory benchmarks across manufacturers, importers, retail chains, and urban consumers. Using composite indices and moderated regression analysis, we find that Nutritional Information Accuracy exerts the strongest positive effect on the Health Decision Index, followed by Health Warning Visibility and Ingredient Transparency. The interaction term between Precision Labeling and Regulatory Enforcement Strength is positive and significant, indicating that enforcement amplifies behavioral impact. Correlation patterns confirm distinct yet complementary pathways across informational dimensions. The findings extend behavioral information processing and institutional governance theory by introducing enforcement elasticity within a unified labeling framework. Policy implications highlight the need for mandatory disclosure regimes and inspection credibility to enhance dietary outcomes in emerging markets and comparable regulatory environments globally
