Professionalising Customs and Trade Practice in Zimbabwe: Developing the Ndoro Professional Customs Governance Framework

The increasing complexity of international trade, digital customs systems, and global trade facilitation obligations has heightened the need for competent and professionally accountable customs and trade practitioners. While Zimbabwe has established a comprehensive statutory framework for customs administration through the Zimbabwe Revenue Authority (ZIMRA), it lacks a dedicated institutional framework for the professional regulation of customs and trade practitioners. This article examines the resulting governance gap and proposes an institutional model for strengthening customs professionalism. The study adopts a qualitative research design based on doctrinal legal analysis, comparative institutional analysis, and policy evaluation. It examines Zimbabwe's customs governance framework alongside selected international jurisdictions, including the United Kingdom, Canada, Australia, Singapore, and South Africa, drawing upon Professionalisation Theory, Institutional Theory, and competency-based regulation as its theoretical foundation. The analysis demonstrates that effective customs governance requires a clear distinction between statutory customs administration, professional regulation, and industry representation. Although ZIMRA effectively administers customs legislation and regulates customs operations, no statutory institution currently regulates the competence, certification, ethical conduct, continuing professional development, and professional accountability of individual customs and trade practitioners. The principal contribution of the article is the development of the Ndoro Professional Customs Governance Framework (NPCGF), a three-pillar governance model comprising statutory customs administration, professional regulation through the proposed Zimbabwe Institute of Customs and Trade Professionals (ZICTP), and industry representation. The framework offers an integrated approach to strengthening professional competence, institutional accountability, trade facilitation, and revenue protection while preserving the distinct mandates of existing institutions. The study contributes to scholarship on customs governance and professionalisation and provides a policy framework for institutional reform in Zimbabwe and other developing economies seeking to modernise customs governance.
