Public Health Surveillance Systems Adoption Rates in Rwanda: Methodological Evaluation Through Randomized Field Trial

Public health surveillance systems are crucial for monitoring diseases and managing public health crises efficiently. A mixed-methods approach combining quantitative data from surveys and qualitative insights from interviews was employed to assess the adoption rates of public health surveillance systems in healthcare facilities across Rwanda. This included evaluating the proportion of facilities equipped with specific tools such as electronic medical records (EMR) systems, which were used as indicators for system implementation. The study found that approximately 45% of healthcare facilities reported implementing EMR systems within the past two years, indicating a moderate adoption rate despite challenges related to infrastructure and training. This randomized field trial provided valuable insights into public health surveillance system adoption in Rwanda, highlighting areas where support and resources are needed for broader implementation. Investment in digital literacy programmes for healthcare workers and the provision of technical support should be prioritised to enhance EMR system integration and utilization. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
