The Niger Delta region of Nigeria confronts a critical housing deficit compounded by annual
flooding, sea level rise, and rapid urbanisation. This paper examined resilient waterfront
housing models as strategic interventions for sustainable community development in this
ecologically vulnerable region. Through a qualitative multi-case study design incorporating
document analysis, secondary data synthesis, and observational assessment of existing housing
typologies, this research evaluates the structural integrity, environmental compatibility, and
socio-economic viability of three resilient housing approaches: amphibious architecture,
elevated pile dwellings adapted with modern materials, and integrated solar-powered estate
models. The study draws empirical insights from recent NDDC emergency shelter projects, the
Brooks Haven solar estate in Port Harcourt, and comparative vernacular adaptations from the
Tempe Lake floating settlements. Findings reveal that the hybridisation of indigenous building
knowledge with modern engineering offers the most viable path toward flood resilience and
energy autonomy. The analysis further demonstrates that inter-agency collaboration between
the Federal Ministry of Housing and the Niger Delta Development Commission creates
institutional frameworks capable of scaling these models from pilot projects to community
wide implementation. The paper contributes a resilience assessment framework for evaluating
waterfront housing interventions and provides policy recommendations for integrating
resilient design into Nigeria's national housing agenda.
