Fig 1 captures the theory of change and framework developed by the research team and key stakeholders to understand how the additional clinical and non-clinical services provided through the Health Extension Program should impact the lives of woman and children resulting in key benefits captured through equity, empowerment, employment, and productivity. Total benefits are compared with the total costs needed to implement the program to calculate the return on investment (ROI).
