This study investigates revenue optimization strategies for public hospitals in Rwanda, focusing on challenges and opportunities from 2008 to 2012. Using a mixed-methods approach, quantitative data were collected through structured questionnaires and hospital financial records, while qualitative insights were obtained via semi-structured interviews with key stakeholders. Key findings include a 10% annual increase in government funding (p < 0.001), a 15% annual growth in health insurance revenues (p < 0.001), and a surplus revenue of RWF 10 billion in 2012. However, personnel costs accounted for 40% of total expenditures, highlighting inefficiencies. Recommendations include expanding health insurance coverage, adopting advanced financial technologies, optimizing resource allocation, and investing in staff training. These strategies aim to improve financial sustainability while ensuring equitable healthcare access.
