Safety Training and Certification Standards for Offshore Engineers: A Global Review

The offshore energy sector, which includes oil, gas, and an expanding variety of renewables, is faced with dangerous working conditions that require the strictest of safety precautions and practices. Safety training and certification programs reduce the risks of offshore work-related accidents by proving the competency of employees and advocating for the protection of the people who work in offshore engineering. This paper globally examines BOSIET, CSWIP, OGUK, and the DPR safety requirements. Each framework encompasses different dimensions of offshore safety, including emergency response protocols, medical fitness for duty, and technical inspection skills to mitigate incidents and enhance operational integrity. An additional emphasis is placed on examining safety measures in offshore operations in the UK, the US, and Nigeria. The UK, under the Health and Safety Executive (HSE) is more focused on the re-certification aspect, ensuring preventive safety measures of safety culture, vigorous recertification, and the US model under OSHA and BSEE concentrates more on compliance model training and drills simulation. The regulatory framework of Nigeria is dominated by the DPR and NCBMD and seeks to integrate international specifications such as BOSIET with local content obligations while coping with infrastructure and enforcement limitations. Comparative analysis suggests both convergence and divergence with regard to training focus, enforcement, and cultural orientations toward safety. Also, though all constellations contribute to the reduction of accident risks, discrepancies across borders persist and complicate the operations of multinational undertakings. This paper outlines the most promising trends, such as VR, advanced simulators, and ISO-inspired frameworks for the international integration of safety training. In the end, the integration of certification frameworks and cooperation at the global level is necessary to streamline the response to the new challenges emerging from offshore engineering as well as to bolster the interconnectivity and resilience of the energy industries.
